We are pleased to inform you that the 1st Bayanihan sa Pamayanan Awards is already open for nominations. The award is being spearheaded by the Center for Popular Empowerment in cooperation with the Ateneo School of Government (ASoG), the La Salle Institute of Governance (LSIG), the University of the Philippines National College of Public Administration and Governance (UP - NCPAG), Barangay Bayan Governance Consortium and Active Citizenship Foundation, and Friedrich Ebert Stiftung. The award aims to recognize concrete governance and governance-related actions and initiatives at the grassroots level that have served as a beacon of light and a token of inspiration to other urban communities amid a general atmosphere of mistrust and condescension with respect to government-initiated programs and projects. As the name implies, bayanihan seeks to address concerns of cooperation, reciprocity, principled debates, and progressive platforms of community governance and empowerment. Barangays, people’s organizations and civil society groups that have exhibited a concrete willingness to innovate and optimize people’s participation in planning, implementing, monitoring and evaluating programs and projects as single entities or as bilateral or multi-sectoral partnerships at the community level are particularly encouraged to send their nominations to the said awards. With this as backdrop, we are formally inviting your organization to apply as a nominee or to nominate barangays or civil society organizations that are worthy to be given the citation. Mechanics for Participation Objectives. The 1st Bayanihan sa Pamayanan Awards aims to recognize successful programs and projects initiated by barangays, civil society groups, and people’s organizations either as individual initiatives or as bilateral or multi-sectoral partnerships in the light of the Filipino concept of bayanihan. The award aims to highlight the success stories of these entities in terms of making participatory governance a reality, more than myth or fiction. Management of the Award. The award is being spearheaded by the Center for Popular Empowerment, a non-government organization dedicated to the promotion, advocacy and mobilization of popular initiatives and resources in the pursuit of self-help and autonomous growth at the grassroots level. This is in cooperation with Ateneo School of Government (ASoG), La Salle Institute of Governance (LSIG), University of the Philippines National College of Public Administration and Governance (UP - NCPAG), Ateneo de Manila University Political Science Department, Barangay Bayan Governance Consortium (BBGC) and Active Citizenship Foundation (ACF), supported by Friedrich Ebert Stiftung (FES). Who Are Eligible to Apply. The following are eligible to apply for the awards: a. Programs and projects that were initiated by the barangay government which gives meaningful and significant participation of civil society organizations and the target communities; b. Civil society-initiated programs and projects that involved the processes and institutions within the barangay government that involved partnerships in the development and implementation of local government programs/projects. c. Initiatives that were jointly initiated by the barangay government and its civil society partners in implementing local government programs, projects and services. Criteria. There are four major criteria, totaling 100%, that the Selection Committee will be using as standard measure for picking the winners. These are: 1. Innovativeness (25%). This has something to do with the ability of the program or project to display creativity and adaptability in a way that it will have a significant impact on its target communities. Concretely, innovativeness attempts to look at the following: þ New means or ways in doing traditional programs and projects þ Trailblazing and pioneering work in areas of governance þ Introduction of new ways of partnership between local government, civil society and the community. 2. Replicability (25%). This has something to do with the possibility of the program or project being repeated in other sites that are of similar context and situation. Replicability assumes that the following are present in the communities: þ Resources that are commonly available in different localities are being used to the optimum. þ Situations common across local government units are being responded to. þ Program or project proponents do not depend heavily on outside resources that are not usually at the disposal of other local government units. 3. Sustainability (25%). The participatory governance initiative may be maintained, expanded and further developed. þ Made optimum use of local resources that are available in the community. þ Has created among the stakeholders a sense of ownership in the project inasmuch that they are willing to push through with the project long after the project time frame has ended. þ Was able to mobilize resources of the people and civil society organizations and other stakeholders within the community in a more sustainable manner. 4. Transformative (25%). Looks into the capability of the initiative to transform power relations at the community level, in particular, the project was able to make some dent on the partnership’s between the local government and the community as embedded in the provisions of Local Government Code on people’s participation in governance. þ Helped elevate the target community and their organizations from being mere beneficiaries to stakeholders or co-owners of the project/program þ Was able to institutionalize consultative, co-production and resource-sharing mechanisms in program planning, implementation, monitoring and evaluation þ Assisted in the transformation of the role of the local government from being a benefactor to being a facilitator of goods, services and programs that respond to the needs and welfare of the target community þ Helped develop a sense of accountability on the part of the local government to be truly serving the target community þ Made for the lessening of the dependence of the community to outside interventions and increased their capability for self-help and self-reliance þ Has had an impact on the distribution of control and ownership of essential resources/opportunities. Selection Process 1. All nominees are enjoined to fill in the application form that will be sent by CPE and other members of the steering committee via email (see attached nomination form). They may also download the application form at www.cpe.org.ph. 2. The Screening Committee composed of representatives from the partner organizations spearheading this award will come up with a shortlist of nominees that passed the initial screening. 3. The Screening Committee will schedule field visits and/or interviews with the leaders of the eligible groups. 4. The Selection Committee will whittle down the shortlisted groups to come up with a final list of awardees. 5. Winning organizations will be notified via email or phone call on or before December 5, 2009. They will be sent a formal invitation to the awarding ceremonies which will be held on December 10, 2009 at a venue inside the Ateneo De Manila University campus. Prizes. No cash awards will be given. In lieu of cash awards, plaques of recognition will be awarded, courtesy of the Steering Committee. Areas Covered: National Capital Region, Rizal and Bulacan only.
