This document explains the process undertaken in conducting participatory barangay development planning process in the 4 pilot barangays of Quezon City– a joint program of CPE and the government of Quezon City in the years 2005-2006. The process used, Barangay Development Planning through Participatory Learning and Action, was done by CPE staff, community leaders, as well as staff from the Quezon City Planning and Development Office, Barangay Operations Center and Community Relations Office.
