bayanihan campaign logoWe are pleased to inform you that the 1st Bayanihan sa Pamayanan Awards is already open for nominations.  The award is being spearheaded by the Center for Popular Empowerment in cooperation with the Ateneo School of Government (ASoG), the La Salle Institute of Governance (LSIG), the University of the Philippines National College of Public Administration and Governance (UP - NCPAG),  Barangay Bayan Governance Consortium and Active Citizenship Foundation, and Friedrich Ebert Stiftung.

The award aims to recognize concrete governance and governance-related actions and initiatives at the grassroots level that have served as a beacon of light and a token of inspiration to other urban communities amid a general atmosphere of mistrust and condescension with respect to government-initiated programs and projects.  As the name implies, bayanihan seeks to address concerns of cooperation, reciprocity, principled debates, and progressive platforms of community governance and empowerment.

Akbayan Files Bill Amending UDHA PDF Print E-mail

Rep. Risa Hontiveros filed House Bill 6111 which seeks to amend Republic Act 7229 or the Urban Development and Housing Act (UDHA). The measure was warmly welcomed by urban poor groups and NGOs working for the interest of the poor in urban areas.

The bill "AN ACT TO STRENGTHEN THE IMPLEMENTATION OF THE RIGHT AGAINST FORCED EVICTION AMENDING FOR THIS PURPOSE PROVISIONS OF THE REPUBLIC ACT NO. 7279 OTHERWISE KNOWN AS THE URBAN DEVELOPMENT AND HOUSING ACT OF 1992" seeks to extend the coverage of the UDHA rather than those who are covered only upon the effectivity of the law. It also strengthens the implementation of Section 28 by metting administrative sanction against those who violate the provisions of the law for humane eviction.

Although the bill is not an omnibus amendment, it addresses the important issue in the implementation of udha. Urban poor movements have a very comprehensive critique and recommendation on addressing the housing problem in the Philippines.

Building Model of Effective Peoples Participation in Governance through Integrated Local Development Program

Punong Barangay Nilo Ilarina, together with the barangay council and the residents of Barangay 91, Zone 09, have created another innovative landmark program in promoting participatory governance practice.  The barangay has formulated a comprehensive and multi-sectoral medium term development program for five years. It was done through the process of Barangay Development Planning through Participatory Learning and Action (BDP-PLA). CPE serves as their partner in capacity building. The Center also served as coach and mentor in the process of BDP-PLA.

This is the copy of the ordinance that was approved by the City Council of Quezon City on July 20, 2009. It is now awaiting the final approval of Mayor Feliciano Belmonte, Jr. for the ordinance to take effect.

The piece by Dr. Brillantes entitled, “Local Governance: Reform Stalled by Politics” (PDI , 7/28/09) succinctly discusses the many obstructions that hinder effective local governance.  Many local governments, for instance, are still adjusting and undoubtedly struggling with the costs of the various social service functions devolved to them by law.  The spectrum of national-level directives ordering the implementation of nationally designed programs and interventions, without accompanying financial support, only further strains the economic resources of local governments.  These issues, of course, may be remedied through the reform of relevant the statutes.  The current mode of dividing the Internal Revenue Allotment of local governments, for instance, may be made more just and equitable.  As Dr. Brillantes points out however, partisan politics have gotten in the way of reform measures such as this.
